Many reporters do not agree to "off the record" ever but never mention that to the person they're talking to. I usually told someone if they said that, I had to agree to it as well, or it wasn't off the record, prior to an interview. If they asked for "off the record" and I didn't agree, we would have a discussion as to why. Sometimes, esp. in government, they would ask for "off the record" and I would agree provided I couldn't confirm it with someone else. If I could find the information from a second source, then it was fair game. So I had my rules and most people seemed to think them fair.
